Quality, Health, Safety & Environment.

At Taknia Libya Engineering Company (TLEC), we do not want to harm people or the environment. Our principles, vision and commitment to quality, health, safety and environment is set down in our QHSE policy. This policy guides our day-to-day activities and actions and serves as an important benchmark for evaluating and ever-improving our performance.

The Corporate Integrated Management System (CIMS) is our core tool for managing and continuously improving our performance. It helps us achieve our QHSE objectives and targets. Our excellence in QHSE is proven continually in the work we do and certified according to international standards (ISO).

Leadership and personal accountability at all levels

Accountability and leadership are key to quality, safety, health, and environment. At Taknia Libya Engineering Company (TLEC), we establish clear lines of responsibility and leadership at all levels. We also appoint qualified QHSE experts who provide guidance, advice and technical support to all departments. In addition, our QHSE department governs QHSE issues, ensures on-going improvement and monitors the QHSE performance of our activities.
Our QHSE activities are split into following main areas :

  • QHSE in Engineering and design
  • QHSE at Procurements and construction sites
  • QHSE at the Oil and Gas Operating and production sites.

At every step, we use processes and procedures, state-of-the-art technology, clear lines of responsibility and accountability together with robust internal and third-party audits to ensure we meet the most demanding of QHSE standards.

1 – QHSE Management System :

A – ISO Certification

We diligently prove our operational excellence by maintaining certifications according to international standards. Satisfying customer needs has top priority at TLEC, and so does the continuous improvement of our operational capabilities, performance, products and services.

To realise and demonstrate this focus in a sustainable and tangible way, we maintain compliance with and certificates confirming compliance with ISO international standards requirements such as :

  • ISO 9001 for quality management
  • ISO 45001 for occupational health & safety management
  • ISO 14001 for environmental management

2 – QHSE at construction sites :

Quality, health, safety and the environment (QHSE) are a key part of the construction, commissioning and start-up phases of any project. They must be managed carefully in close collaboration with clients, contractors, suppliers and other partners. At TLEC, we take QHSE at our construction sites very seriously and strive to meet the following objectives:

  • Zero incidents
  • Safe, secure and healthy working conditions for everyone who works with and for us
  • Safe, high-quality and environmentally responsible products and services
  • Responsible use of natural resources

On-site QHSE has to be hardwired into a project right from day one and continuously monitored throughout the entire project. Our Corporate Integrated Management System provides a comprehensive set of tools for steering our QHSE activities here.

To ensure that the right organisation, planning, procedures and systems are in place at all of our construction sites we focus on a wide range of QHSE issues at the planning stage of every project. These include :

  • Identifying relevant legal requirements and other QHSE aspects
  • Identifying project-specific risks
  • Preparing project-specific QHSE concepts, programs and procedures
  • Coordinating project-specific procedures with contractors
  • Planning site management organisation (including QHSE)
  • Conducting constructability reviews to optimise the construction process

Once construction starts, we establish clear lines of leadership and accountability from site and construction managers through to individual supervisors. We also appoint dedicated QHSE experts to monitor our performance at all times and use KPIs, routine reviews and audits to further benchmark our QHSE performance at all of our construction sites.

3 – QHSE services :

Taknia’s field of activities include a QHSE group providing a specialist service to meet the growing needs of both Taknia and our clients. The system and procedures have been integrated into the current management system, which has been assessed to ISO 9001:2015.

A – Quality Management Services

Quality management services can be provided either as part of the project organization or separately as management consultancy. This support can be in the form of smaller projects such as Quality assessment and Evaluation of an Oil and Gas facility or in the form of a substantial project like developing a complete QHSE Integrated Management System. These services are adapted utilizing a “right first time” philosophy to ensure :

  • Effective communication at all levels
  • Quality systems and parameters are effectively identified
  • Products and /or services provided are safe, reliable and compliant with specified requirements
  • Elimination of waste due to over design or non-conformities

 

B – HSE Service

We at Taknia believe all accidents are preventable if an effective Management System is in place and adhered to. Our activities are focused on providing services for our customers, which will enable them to provide safe environment for their employees, contractors and customers, and maintain an environment that can be enjoyed by the community.

The purpose of Taknia’s HSE group is not only to maintain and support the corporate HSE function but also to provide any HSE related assistance to our clients who may require them. This support can be in the form of smaller projects such as Safety Evaluation of an Oil and Gas facility or in the form of a substantial project like developing a complete HSE Integrated Management System. Taknia employs engineers from various disciplines with extensive expertise, in the following fields:
